Ioannis PANOUSSIS
Dean of the Faculty of Law - Co-Director of the LL.M. in Human Rights, Security & Development
Ioannis K. PANOUSSIS is currently Dean of the Faculty of Law at the Catholic University of Lille (Lille/Paris) and delegate for international development for the University. He co-directs a Master’s degree in International and European Law, specialising in “Human Rights, Security and Development”. He specialises in public international law, international and European human rights law, international humanitarian law and refugee law.
He has worked as an expert for the UNHCR (UNHCR judge/assessor at the National Asylum Court) and for the Ministry of Foreign Affairs (training mission in Afghanistan for staff involved in the protection of human rights in ministries, international organisations and NGOs). He is an expert at the Ecole Nationale d’Administration (ENA) and at the Institut d’Etudes Humanitaires Internationales of Aix Marseille University.
He is frequently invited to several prestigious institutions (International Institute of Human Rights in Strasbourg, EDHEC, IESEG, IEP of Lille) and has been an evaluator for the Belgian National Fund for Scientific Research.

Christophe BELLON is a doctor in History from Sciences Po Paris. He defended his thesis in November 2009 with the following title: “Parliamentary deliberation and the majority phenomenon under the Third Republic. The example of Aristide Briand, deputy of the Loire (1902-1919)”.
He has been a lecturer in Contemporary History at the Faculty of Law on the Paris campus since July 2011. He was appointed Vice-Dean of the Issy-les-Moulineaux branch in July 2014. Christophe BELLON is a member of C3RD.
He supervises the contemporary history seminar for undergraduates at the Issy-les-Moulineaux campus, which includes the history of French secularism, eloquence and power, the parliamentary construction of law, from war to peace: thinking Europe, building peace, and the great political figures in the history of the European Union.
His fields of research are the history of French political life, parliamentary history and law, and the political and parliamentary history of religion. He is also a specialist in the history of Aristide BRIAND.

Sarah DURELLE-MARC is an Associate Professor at the Université Catholique de Lille. She teaches on “Actors and Parliamentary Institutions of the European Union” at the IEP of Lille and is responsible for the Law and Political Science Degree at the Université Catholique de Lille. She is also a member of the DISE Chair – Droit et intérêt supérieur de l’enfant, a member of C3RD (Centre de recherche sur les relations entre le risque et le droit) and an associate member of IODE – Institut de l’Ouest: Droit et Europe, Faculté de Droit et de Science Politique (Université de Rennes).
She holds a doctorate in European law with honours (2011) and an LL.M in European law (1999) from the University of Rennes.
Her research interests include child protection and European law.
Her recent publications are : “The simple adopted child: a fiscally precarious situation in the event of the death of the adopter during the child’s minority”, “The responsibility of the French Head of State with regard to his European action”, in Chr. Aurélien RACCAH is a doctor in comparative public law since 2009. His thesis topic is: “The direct application of European Union law by decentralised entities. A comparative approach in Germany, in the United Kingdom and in France”. He obtained his certificate of aptitude for the profession of lawyer in 2009 and works at ELEA (Paris).
He is a permanent lecturer at the faculty since 2009, assistant to the dean in charge of international development, pedagogical manager of the European law degree, co-director of the International and European Law School (IELS), manager of the PrepAvocat and member of C3RD.
He teaches in European Legal Proccedings, European Integration and German public law. He supervises a research seminar on international and European law.

After studying for 4 years at the Faculty of Law and joining the first class of the M2 Health and Medical Liability Law, Alice Fretin became a lecturer at the FLD, then Senior Lecturer in 2017 after defending her thesis on the responsibility of individuals for the transmission of disease.
Specialised in personal law and in bioethics, she shares her teaching between the Faculty of Law and the Faculty of Medicine and Maieutics. She has been a member of C3RD since 2009 and of the Chair for Children and Families since 2019, and her research focuses on the interaction between law and health. After having directed the M2 Criminal Law for a year, she has been directing the Law and Legal Culture – Health Access degree since 2020 and now manages the “Prép’Avocats” programme as well as the brand new competitive examination preparation programme: the PAC.

Alexandre DUMERY is an Associate Professor of Private Law – HDR from Aix-Marseille University after having defended a thesis in 2007 on the victim’s fault in civil liability law. He has been a permanent lecturer at the faculty since 2009, director since 2014 of the Master 1 in business law in work-study program and of the Master 2 in business law and corporate risk management in a work-study program (BLCRM) in the Issy-les-Moulineaux Campus and member of C3RD. He teaches civil law (law of obligations) and commercial law (law of companies in difficulty). His areas of research are mainly civil liability law, in particular compensation for damage caused by new forms of mobility and the law of companies in difficulty. At the same time, he is preparing his HDR within the LARJ (EA 3603) of the Littoral-Côte d´Opale University.

Franck LUDWICZAK has a doctorate in private law and criminal sciences. He defended his thesis in 2006 on : “Alternative procedures to prosecution: another criminal justice”. Since 2009, he has been a lecturer and member of the Research Centre on the Relationship between Risk and Law (C3RD) at the Faculty of Law of the Catholic University of Lille. He is the director of the master 2 Droit de la Matière Pénale as well as the Diplôme universitaire en prévention de la récidive.
Since 2018, he is also co-director of the European School of Critical Criminology – ECCE. He teaches general criminal law and criminal procedure in bachelor’s and master’s degrees as well as alternative dispute resolution. Within the Master 2 in criminal law, he supervises the seminar “society and criminal risk”, the annual study day organised by the students of the Master as well as the law in action consisting of simulated criminal trials and mediations. His research interests include criminal procedure, alternatives to prosecution and more generally the risks of legal insecurity in criminal matters.

Blandine Mallevaey, Doctor HDR in private law and criminal sciences, is a Professor at the Faculty of Law of the Catholic University of Lille, specialised in civil and criminal law of the family and the child. She is a member of the Research Centre on the relationship between risk and law. Since 2016, she has been the holder of the Research Chair on Children’s Rights and Best Interests, which became the Chair on Children and Families in 2019. Her work focuses on parental authority and on the child in the face of civil and criminal justice.
She defended her thesis on “The hearing of the minor in civil proceedings” (2015), directed the multidisciplinary research “Hearing and discernment of the child before the family court judge” (2019) and devoted her work for the habilitation to direct research to the theme “Protection and autonomy : two requirements in the service of the best interests of the child” (2020). She co-edited with Alice Fretin the book “Child and Sex”, published in January 2021 by Dalloz, then with Romain Laulier the book “Vulnerabilities and access to justice”, to be published in 2022 by the Institut francophone pour la justice et la démocratie. She has also been the scientific director of the book “Parental alienation: a cross-section of views”, which will be published in September 2021 by Mare & Martin.
Within the Faculty of Law, Blandine Mallevaey is Assessor to the Dean and in charge of research and doctoral policy. She is the director of the Master 2 in Child and Family Law, the university diploma in Children’s Rights and Best Interests and the university diploma in Child Auditing which will open in October 2021.

Alicia Mâzouz is a doctor of private law, lecturer, and pedagogical manager of the Licence Law & Legal Culture at the Issy-les-Moulineaux Campus. She defended her thesis on “The price of the human body” in 2014 at the University of Paris I Panthéon-Sorbonne.
She also holds a certificate of aptitude for the profession of lawyer. She carried out her research and teaching activities at several universities (University of Paris I Panthéon-Sorbonne, University of Cergy-Pontoise, University of Paris-Est Marne-la-Vallée) before joining the FLD as a permanent member.
Her work is marked by the study of the link between law and human body, but also by an interest in civil law and the sources of law as well as the difficulties encountered by the law when confronted with new technologies. She has had the opportunity to speak at several conferences in France and Quebec on various topics (The body of the deceased, Cynicism and Law, Law and social networks, Drones and Law…) and to actively contribute to the work of the Council for Civil Drones.

Eric OLSZAK is a doctor in economics since 1996. His thesis is on : “Strategies of television channels and public intervention: the impact on the supply of fiction programmes in Europe”.
He has been a permanent member of the Faculty since 2007, a professor of Catholic universities since 2013, responsible for teaching the accounting and financial law degree, co-director of the master 2 Accounting Law and Tax Engineering and a member of C3RD. He teaches in the economics seminar in bachelor’s degrees (major contemporary economic issues, economic policies) but also in lobbying, business management and marketing. His fields of research in economics are, among others, environmental economics and sustainable development, territorial attractiveness, new economic models, and the economy of proximity.

Delphine POLLET-PANOUSSIS is a Catholic University Professor of Public Law. She joined the Faculty of Law in 2006. She teaches Administrative Law, Public Services Law, Fundamental Freedoms and Administrative Litigation Procedure. Since 2015, she has been the director of the Master’s degree in “Legal and Administrative Professions”, a professional master’s degree in general public law.
Her research is mainly focused on administrative law and litigation and fundamental freedoms. Her thesis was on “Unassailable acts before the administrative judge” (2006) and her HDR subject was on “Administrative law and litigation in the face of risk and subjectivisation” (2019). She devotes numerous works to the question of risk management by administrative law, the rights of detainees or the protection of whistleblowers. She is moreover responsible for the “Alert” research group within C3RD – the faculty’s research centre.

Aurélie THIERIET-DUQUESNE obtained her doctorate in private law in 2007. Her thesis is on : “Community consumer law and the private law of the Member States. The example of French private law”. She obtained her certificate of aptitude for the profession of lawyer (CAPL) in 2010.
She has been a lecturer at the Faculty since 2010 and a permanent lecturer since 2014, co-director of the School of work-study, director of the Master 1 Social Law and the Master 2 Law and Human Resources Management in work-study on the Issy-les-Moulineaux campus and a member of C3RD.

Valentina Volpe is Senior Lecturer in Public International Law and co-director of the LL.M. in Human Rights, Security and Development at the Faculty of Law of the Catholic University of Lille. She is also an affiliated senior researcher and former senior researcher at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, as well as an adjunct professor at SciencesPo Paris, the LUISS Guido Carli University in Rome, and the University of Los Andes in Bogota.
Valentina studied law in Italy, France and the United States. She is a former visiting scholar at Yale Law School and holds a doctorate summa cum laude in Law and Legal Theory from the Italian Institute of Humanities (SUM) (currently Scuola Normale Superiore of Pisa).
Her research interests are in the fields of international and comparative public law, with a focus on global governance, non-state actors, democracy promotion and human rights.
She has also been a visiting professor at the China University of Political Science and Law (CUPL) in Beijing, the University for Peace (UPEACE) in San José, Costa Rica, and the University of Mannheim in Germany.
Before starting her academic career, Valentina worked as a project manager in an NGO active in the fields of international cooperation and human rights protection.

Lina WILLIATTE-PELLITTERI has been a doctor of private law since 2003 and has been qualified to direct research since 2010. She is also a lawyer at the Lille Bar since 2004.
Professor at the Catholic University of Lille, she created and directs since 2006 the Master in Health Law and Medical Liability. Today she is co-owner of the Chair in Digital Health Law and Ethics and director of C3RD. Involved at the national level, she has been Vice President of the French Society of Telemedicine and of the French Society of Digital Health for several years.
Her research areas are health law, medical liability law, digital health and law (Health Data), Big DATA, family and personal law and special criminal law of persons.

Gabriela ZENI is a lecturer in public international law and EU institutions and procedures. She is also in charge of the Advanced Clinic Law, a class in which Master 1 students participate in an international law competition organised by the University of Leiden in the Netherlands.
Gabriela started her academic career at the University of Brasília in her native Brazil. After completing two years of undergraduate studies in political science, she decided to continue her studies at the European School of Political and Social Sciences (ESPOL) at the Catholic University of Lille.
Gabriela ZENI completed her studies at the Faculty of Law, obtaining her Master’s degree in Human Rights, Security and Development. Gabriela also participated in the legal clinic organised by the Faculty of Law and the NGO La Cimade, which provides legal aid to asylum seekers and migrants.
She also worked as an intern for the UNESCO Liaison Office in Brussels, dealing with issues of freedom of expression, literary media information and protection of journalists. Gabriela has also been involved in projects funded by the European Union while at the UN agency.

His doctorate thesis, defended in 2011, is on the legal status of detained minors and his habilitation to direct research is entitled “The rights and freedoms of the minor user of public services”.

Francesca Bisiani is a lecturer and researcher at the Faculty of Law of the Université Catholique de Lille, affiliated to C3RD. She holds a doctorate summa cum laude in linguistics from the University of Paris and the Universities of Udine and Trieste. Her current research focuses on institutional terminology in multilingual environments and the impact of artificial intelligence on political and legal concepts. She is a member of the European project ‘Linguistic Rights and Language Varieties in Europe in the Age of Artificial Intelligence’, and is involved in the development of the E-Mimic automatic translator run by the University of Turin.
She is also a member of the committees of the journals De Europa, European and Global Studies Journal and Synergies Italie, and of the Observatoire des discours sur l’Europe.
Francesca studied in Italy, Spain and France, has taught at Sorbonne-Université and SciencesPO, and has worked and collaborated with the European Parliament, in particular in the context of the ‘Cooperation with Universities on Terminology Projects’.

After studying for 4 years at the Faculty of Law and joining the first class of the M2 Health and Medical Liability Law, Alice Fretin became a lecturer at the FLD, then Senior Lecturer in 2017 after defending her thesis on the responsibility of individuals for the transmission of disease.
Specialised in personal law and in bioethics, she shares her teaching between the Faculty of Law and the Faculty of Medicine and Maieutics. She has been a member of C3RD since 2009 and of the Chair for Children and Families since 2019, and her research focuses on the interaction between law and health. After having directed the M2 Criminal Law for a year, she has been directing the Law and Legal Culture – Health Access degree since 2020 and now manages the “Prép’Avocats” programme as well as the brand new competitive examination preparation programme: the PAC.

Delphine Dogot is Associate Professor at the Faculty of Law. She researches and teaches in the areas of law and technology, international law and legal philosophy, in particular in relation to global governance, risk and security.
She is the Director of LeStudio, a collaborative and creative digital/law lab and the Academic Director of the Master in Law, Governance & Technology and Winter & Summer and Graduate Diploma in Law and Digital Technologies.
Before joining the Faculty of Law, Delphine Dogot was a Postdoctoral Research Fellow at the Law Department of HEC Paris, an OXPO Fellow at Nuffield College, University of Oxford, a visiting scholar at Harvard Law School, a Fellow at Sciences Po Law School and a researcher the Perelman Centre for Legal Philosophy at ULB where she is an affiliate researcher.
She is regularly invited to teach at Sciences Po Paris, Université Aix-Marseille, HEC Paris, Université Panthéon Assas, Universidad des Los Andes, Université Libre de Bruxelles et Universidad UNISINOS Porto Alegre.

Her thesis is on : “Restrictions to human rights guaranteed by the International Covenant on Civil and Political Rights and the American and European Conventions on Human Rights”. She has been a professor at Catholic universities since December 2008, a permanent member of the Faculty, a member of the chair Rights and Best Interests of the Child and a member of C3RD since 2006.
She teaches international protection of human rights and minorities. Every year, she organises a mock trial before the ECHR on human rights and coordinates the drafting of a legal and administrative monitoring bulletin (2 publications per year) by the students of the master’s degree in public law for the prefectures. His research fields are mainly public law and human rights (European Convention on Human Rights, national pact on civil and political rights, minority rights).

She holds a PhD on the protection of third parties in public procurement litigation, from University Lille II (2016) and now devotes her research to the equality and the protection of human rights from an internal and international point of view.
Since 2013, she is a Delegate of the Défenseur des Droits, where she defends the rights and freedoms of individuals in the context of relations with public authorities and promotes the best interest and rights of children in France.
She additionally is the founder of LORD OF LAW, a digital platform displaying a variety of law courses for students.

Jean-Baptiste JACOB est docteur en droit public de l’Université Paris 1 Panthéon-Sorbonne depuis 2019. Chercheur au C3RD, il est également chercheur associé à l’Institut de Recherche Juridique de la Sorbonne (IRJS EA 4150), au sein du département Sorbonne fiscalité et finances publiques. Il a enseigné le droit constitutionnel, le contentieux constitutionnel, les libertés fondamentales, le droit fiscal et le droit public financier et enseigne désormais l’histoire des idées politiques, le droit parlementaire et le contentieux administratif. Il poursuit des recherches à la fois en théorie du droit sur les phénomènes de mutations de la norme mais également en droit public financier. Il a reçu, pour son travail de thèse consacré à La valeur en droit : étude de jurisprudence constitutionnelle sur les nouvelles représentations de la norme, publié en 2021, le prix Albert Viala décerné par l’Institut de France, en 2022.

Sonia Le Gouriellec holds a PhD in Political Science (International Relations) and is a lecturer at the Catholic University of Lille (Faculty of Law). She was previously a researcher at the Strategic Research Institute of the Military Academy (IRSEM) of the French Ministry of Defence, in charge of sub-Saharan Africa. She teaches at Sciences Po Paris (Reims campus, Eurafrique programme) and is also an associate researcher at the Laboratoire interdisciplinaire d’étude du politique Hannah Arendt (LIPHA) – Université Paris-Est. Elodie LETOMBE is a doctor in private law since 2007. She is a permanent lecturer at the Faculty since 2008 and a member of the C3RD. She teaches civil law, European social law and employment law. Her research interests focus on labour law, social law, employee empowerment, whistleblowers and collective labour relations.

HDR Professor, Holder of the Child and Family Chair, Director of the Master 2 "Child and Family Law" and the "Rights and Best interests of the child" certificate, Research and Doctoral Policy Assessor
Blandine Mallevaey, Doctor HDR in private law and criminal sciences, is a Professor at the Faculty of Law of the Catholic University of Lille, specialised in civil and criminal law of the family and the child. She is a member of the Research Centre on the relationship between risk and law. Since 2016, she has been the holder of the Research Chair on Children’s Rights and Best Interests, which became the Chair on Children and Families in 2019. Her work focuses on parental authority and on the child in the face of civil and criminal justice.
She defended her thesis on “The hearing of the minor in civil proceedings” (2015), directed the multidisciplinary research “Hearing and discernment of the child before the family court judge” (2019) and devoted her work for the habilitation to direct research to the theme “Protection and autonomy : two requirements in the service of the best interests of the child” (2020). She co-edited with Alice Fretin the book “Child and Sex”, published in January 2021 by Dalloz, then with Romain Laulier the book “Vulnerabilities and access to justice”, to be published in 2022 by the Institut francophone pour la justice et la démocratie. She has also been the scientific director of the book “Parental alienation: a cross-section of views”, which will be published in September 2021 by Mare & Martin.
Within the Faculty of Law, Blandine Mallevaey is Assessor to the Dean and in charge of research and doctoral policy. She is the director of the Master 2 in Child and Family Law, the university diploma in Children’s Rights and Best Interests and the university diploma in Child Auditing which will open in October 2021.

Matthieu MEERPOEL is a doctor of public law since 2013. His thesis was on the analysis of the legal framework applicable to the management of natural and technological risks. He has been a lecturer since 2013, a permanent member of the Faculty since 2008 and a member of the C3RD. He teaches mainly in environmental law and sustainable development. His research areas are environmental law, law applicable to the resilience of territories and legal aspects related to the fields of security and defence.
